Keeping it affordable, modernizing aging infrastructure, and protecting the rivers and farms that define this region takes more than good intentions — it takes proven leadership. For six years, Andrew Miller has provided exactly that.

Re-elect Andrew Miller for Skagit PUD Commissioner

Andrew built his career leading in complex, high-stakes environments. During his service in the U.S. Air Force, he served as a combat aircrew member and later as a cyber warfare, intelligence, and Latin America Foreign Area Officer. In the private sector, he led global teams and helped shape strategy at three Fortune 100 companies before returning to the Skagit Valley to raise his family and put that experience to work closer to home. Andrew’s education spans law, business, organizational leadership, and national security. He holds a law degree from Seattle University, an MBA from Pacific Lutheran University, and master’s degrees from Gonzaga University and the Naval Postgraduate School’s Center for Homeland Defense and Security. He also speaks Spanish and Portuguese. Andrew is seeking re-election to continue providing steady, experienced leadership at Skagit PUD—protecting reliable service, promoting responsible stewardship, and keeping the interests of Skagit County residents at the center of every decision.

Managing water in Skagit County means constantly navigating competing demands — between farms and rivers, between infrastructure investment and ratepayer affordability, between today's costs and tomorrow's resilience. Andrew's three priorities reflect that reality.
Priority 1: Affordable
Water bills matter. For working families, small businesses, and farmers already navigating rising costs, what the PUD charges is not an abstraction — it is a line item in a tight budget. Andrew is committed to keeping water rates as manageable as possible by pursuing every available funding tool — state and federal grants, strategic partnerships, and innovative financing — so the cost of modernizing our infrastructure doesn't fall solely on ratepayers. Stretching every dollar isn't just a goal. It is a governing principle.
Priority 2: Resilient
Priority 3: Sustainable
Climate change is already reshaping Skagit County's water reality. Declining snowpacks, longer summer droughts, and aging infrastructure that was never designed for today's conditions — these are not future problems. They are present ones. Building a water system that can absorb environmental and economic shocks requires long-range planning, smart infrastructure investment, and the discipline to make difficult decisions before a crisis forces them. Andrew has been driving that work for six years — and the most consequential investments still lie ahead.
Water is Skagit County's most precious resource — and it is finite. Farmers, tribes, municipalities, and conservation interests all have legitimate claims on it. Managing those competing demands requires relationships built over time and a track record of turning conflict into collaboration. Andrew has worked to forge durable agreements that keep farms irrigated through summer droughts while protecting the instream flows our rivers and salmon require. That kind of sustainable water management doesn't happen through policy alone — it happens through trust.
