Andrew Miller has spent his career at the intersection of public service, community leadership, and the land itself — which is exactly the background a PUD Commissioner needs.

As a former Air Force intelligence officer and global corporate executive, Andrew brings the analytical discipline and operational experience that complex infrastructure management demands. He knows how to read a budget, navigate regulatory frameworks, and make high-stakes decisions under pressure.

As CEO of United Way of Skagit County, he sees every day how utility costs ripple through household budgets. That perspective shapes every vote he casts at the PUD — because decisions made in a boardroom have real consequences for real families.

As a farmer and co-founder of Tulip Valley Farms, water is not an abstraction. It is a daily reality. Andrew understands what sustainable water management means for agriculture, for rural economies, and for the natural environment that makes Skagit County worth protecting.

Six years ago, voters trusted Andrew with this seat. He has spent every day since earning that trust — navigating the competing demands of a complex public utility with fiscal discipline, collaborative leadership, and a clear set of values.

Holding the Line on Affordability As operational and infrastructure costs have risen across the industry, our board has worked to shield ratepayers from bearing the full burden — pursuing outside funding aggressively and maintaining strict fiscal discipline to keep water rates among the most equitable in the region.

A Long-Range Strategic Plan Our board established the PUD's 2023–2027 Strategic Plan — a comprehensive framework for infrastructure investment, system reliability, and responsible utility governance that guides decisions well beyond any single term.

An Innovative Water-Sharing Agreement Skagit County farmers depend on reliable irrigation through summer drought conditions — but so do our rivers and salmon. Our board forged a durable water-sharing agreement that keeps farms irrigated while maintaining the instream flows our rivers and salmon depend on. That solution required years of relationship-building and a willingness to bring every stakeholder to the table.

Every decision in this seat involves tradeoffs. Getting them right takes credibility with every stakeholder, consistency they can count on, and a track record of turning competing interests into shared solutions. That is what six years of this work has built — and what Andrew is running to continue.

Andrew is a business leader, nonprofit executive, and public servant with a record of solving complex problems and delivering results. His experience spans military service, business, economic development, community leadership, and public utilities, and his leadership style is grounded in listening carefully, building strong teams, making thoughtful decisions, and following through.

As co-founder and CEO of Tulip Valley Farms, Andrew has helped transform a local agricultural venture into a destination that supports jobs, tourism, and economic activity throughout the Skagit Valley. Leading the business has required him to make difficult decisions in uncertain conditions, manage resources carefully, serve thousands of visitors, and build strong relationships with employees, customers, and community partners. Those experiences have strengthened his commitment to thoughtful planning, financial discipline, adaptability, and treating people well.

As CEO of United Way of Skagit County, Andrew has helped strengthen the organization’s ability to respond to urgent local needs, from housing instability to flood recovery. He has built partnerships among nonprofits, businesses, public agencies, donors, and volunteers, most recently helping develop a county-wide flood-response program to connect residents with timely assistance. The experience has reinforced his belief that effective leadership means seeing problems early, coordinating people and resources, and delivering practical results for the community.

As a Skagit PUD Commissioner, Andrew works to ensure the utility is managed with accountability and foresight—delivering reliable service, protecting ratepayers, making decisions transparently, and planning for the community’s long-term needs.
